採用歐盟 Micro USB 規格
〔記者劉力仁/台北報導〕手機充電孔五花八門,有圓點、扁狀、排孔不等,新手機包裝盒內都附上一套全新充電器,既花錢又不環保。國家通訊傳播委員會(NCC)決定修改手機認證規範,預計明年元月起,新手機充電孔一律採用歐盟Micro USB規格才能上市,消費者換新手機不用再買新的充電器,環保又省錢。
NCC擬改手機認證規範
NCC表示,國際電信標準化組織3GPP(3rd Generation Partnership Project)積極推動全球手機充電器標準化,全面改為Micro USB規格,並訂定二○一二年為全球實施年,我們則比國際社會早一年實施此一新進規格。
由於在台上市手機,銷售前要先經過NCC形式認證,NCC預計今年七月份修改「手機技術格式規範」,明年一月份開始進口或台製的新出廠手機,充電孔只認證Micro USB規格,不符合此規格就不能在台銷售,舊款或庫存手機,繼續販售到賣完為止。對消費者而言,新規格只是新舊手機充電孔的不同,舊款手機可繼續使用,完全不受影響。
元月起進口或台製機適用
環保署資料,台灣每年售出新手機約七百萬支,每支手機都會附上一套充電器,未來統一規格後,充電器不是必備配件,舊的充電器新舊手機都適用,可以一用再用,勢必大量減少廢棄充電器的數量,環保署廢管處長王俊淵表示,從源頭減量是很先進的環保作法。
NCC官員表示,以前手機大廠為了綁住用戶,加上手機電池技術不夠純熟,因此各自發展自己的充電器規格,才會圓、扁、排什麼形狀都有,導致民眾使用極度不方便,八八水災時,很多逃出來的災民手機沒電了,卻因為充電器規格不同,根本沒有辦法充電,痛罵NCC及電信業者,全面改為Micro USB規格後,只要手機帶在身上,跟別人借一下充電器即可充電。
舊款或庫存可賣到完為止
由於這是國際趨勢,世界手機大廠已積極因應,黑莓機、HTC HD2等智慧型手機,以及中華電信CHT-8000、NOKIA N系列也都改用Micro USB規格,但是最夯的蘋果iPhone仍使用排孔充電;NCC官員表示,現有的iPhone3G及iPhone3GS兩款手機,已經通過形式認證才上市,明年新制實施後,基於法律不溯及既往原則,只要是這兩種款式都可以繼續銷售。如果iPhone推出新款式,重新認證時就必須按照新規定,採取Micro USB新規格,其他手機也比照這種作法。
住在台北的陳先生說,手機一再更新,家中因而堆存了一大堆沒壞、卻再也用不上的手機充電器,想丟捨不得,留下來佔空間,新規格統一後,充電器買一組即可,實在太方便了;電信業者也表示,以後賣手機,充電器不再是必須配備,消費者有需要再買,售價可以少個兩百元左右。

Life will soon be easier for millions of mobile phone users across thre world
A deal’s been done between industry bosses and the European Commission in Brussels to work towards a ‘one size fits all’ charger.
It would mean an end to users having to hunt around for the right type of charger for their handset and should help cut waste.
Perfectly good chargers can often be thrown away if someone gets a new type of phone handset.
The new universal charger will use a micro-USB connection.
Under the accord, the companies, including Nokia, Sony Ericsson, Apple, Motorola, Research in Motion and Samsung, are committed to developing the charger.
It will work for data-enabled mobile phones that support USB data exchange, meaning that the charger cable may also be used to synchronise data from a PC or Mac.
The 10 companies involved represent 90% of the European mobile market so the vast majority of the estimated 350 – 400 million users across the EU would be covered by any changes.
Currently there are more than 30 different types of chargers for handsets throughout Europe.
It is likely that the common micro usb charger will also be adopted for use with cameras, sat nav, and other mobile devices.
